Dr. Jessica L. Roos, PsyD is a licensed forensic psychologist with multi-state licensure, including California, Vermont, Texas, Virginia, and Florida (telehealth). She is the founder of Roos Forensic Consulting, Inc., where she provides independent forensic psychological evaluations and expert testimony in civil and criminal litigation.

Areas of Practice: Dr. Roos specializes in personal injury and emotional distress evaluations, as well as competency to stand trial, psychosexual assessments, violence risk assessments, mitigation reports, Franklin evaluations, testamentary capacity, and insanity defense. Her work is focused on delivering clear, evidence-based forensic opinions that address diagnosis, causation, functional impairment, and other legally relevant psychological questions.

Forensic Experience: Prior to establishing her private forensic practice, Dr. Roos worked in a high-volume forensic setting conducting court-ordered and privately retained evaluations and providing expert testimony. Through this work, she developed extensive experience evaluating individuals in both custodial and community settings and collaborating closely with attorneys across jurisdictions.

Dr. Roos previously served as a licensed clinical psychologist with the California Department of Corrections and Rehabilitation at Richard J. Donovan Correctional Facility from 2019 to 2024. In this role, she provided therapy, crisis intervention, suicide risk assessments, and treatment planning for high-acuity forensic populations, participated in classification committees, and led multidisciplinary clinical teams within a Level IV correctional environment. She initially joined CDCR as a pre-doctoral intern at the California Institution for Men, where she gained early experience with complex forensic presentations.

Her earlier clinical training included practicum placements at Riverside Behavioral Healthcare Center, working with adults with severe mental illness, and Outreach Concern Inc., providing counseling services to school-aged children. She also completed undergraduate internships with the 15th Circuit Solicitor’s Office and Coastal Recovery Center in South Carolina, further grounding her work at the intersection of psychology and the legal system.

Training & Education: Dr. Roos earned her Doctor of Psychology (PsyD) in Clinical Forensic Psychology from The Chicago School of Professional Psychology in Irvine, California, in 2019, where her dissertation focused on Suicide by Cop and Mental Health. She received her Bachelor of Arts in Psychology, with a minor in Sociology, from Coastal Carolina University.

Professional Involvement: In addition to her evaluation work, Dr. Roos has provided professional trainings for attorneys, public defenders, and mental health professionals on forensic psychology topics, including mitigation, competency, and emotional distress evaluations. She maintains active professional memberships with the American Psychological Association, the American Psychology–Law Society (Division 41), the San Diego Psychological Association, and the Forensic Mental Health Association of California.
